  7. The City of Colorado Springs, albeit much more slowly than many of
  8. us who have been engaged in 'electronic democracy' for a long time, wish,
  9. is increasingly into using interactive telecom for communicating with
  10. outside entities - including ordinary citizens.  For example it operates
  11. modem dial-up 'City Link' - a so-far un-interconnected multi-line TBBS
  12. system where public policies are discussed and debated, city departments
  13. are in touch with the public, and some boards, commissions, and committees
  14. do their work - online. And it has a highly successful 'City Source' voice
  15. data base service that gets about 20,000 calls a month.

  17. There is also a strong 'City Council Telecommunications Policy
  18. Advisory Committee' with 16 of us from communications companies large and
  19. small, public sector organizations, and plain citizens - which is
  20. systematically 'advising'  the city how to get more into the Information
  21. Age way of doing things - internally and externally. And appearing before
  22. the Public Utilities Commission on such subjects as ISDN.

  24. The City now has a Class C Internet address, but isn't sure just
  25. how the Internet can be of use. Only a systems guru can log on at this
  26. point. Jim Durkee who manages the computer support services of University
  27. of Colorado, Colorado Springs has demonstrated to the TPAC and some city
  28. staffers how the functions of Internet work. And of course I am a constant
  29. burr under the City's saddle trying to spur it to move faster - both for
  30. more connectivity with other governments and the publc, and to reduce costs
  31. of the ancient ways of doing lots of the city business in endless face to
  32. face meetings, snail mail, some with fancy travel costs involved, and to
  33. make city government more responsive to citizen concerns.

  35. So there is now an 'Internet Committee' of the TPAC with one city
  36. staffer on it who is looking to TPAC for solid suggestions on what the City
  37. can do with the Internet. He is looking for more than speculative
  38. theorizing 'gee the city could....' at this point. The Council and City
  39. Administration is not going to plunge into connecting up 255 staff offices
  40. without some clearly 'city function' models and precedences to think about.
  41. This City is NOT a technological pioneer from internal initiatives - all
  42. the pressure is coming from the outside or from elected or appointed
  43. officials, who admit they don't know anything, but do know its important!
